In a survey carried out between September 2018 and April 2019, it was found that Peru had the highest level of tolerance for Congress shutdown in Latin America. Almost 59 percent of the voting-age adults interviewed in Peru said it is justifiable for the president of the country to close down Congress when the nation faces difficult times. In Uruguay, the share of respondents who agreed with this statement was lower than 10 percent.
