According to a survey conducted in June 2020, close to 100 percent of public schools in Japan assigned students to learn from paper materials like textbooks when the schools closed down due to the spread of the coronavirus disease (COVID-19). Around 70 percent of public secondary schools conducted two-way simultaneous online classes during the temporary closure. Following the rapid growth of the number of COVID-19 cases, the government declared a countrywide state of emergency on April 16 and requested businesses, schools, and others to shut down temporarily. The state was lifted completely on May 25.
