The digital literacy index in Russia increased over the observed period and reached 71 points in 2022. An increase in digital literacy in 2020 was attributed to the COVID-19 pandemic, as the population developed skills to use the internet and online services during the lockdown.

"Digital literacy is measured as an index consisting of five components. Information literacy is an ability to find necessary data on the internet, to work with various types of data, and to assess credibility of messages on the web.

The following indicators are measured: digital content creation, digital security, communication literacy, information literacy, and problem solving skills in the digital sphere.

The statistical error does not exceed 3.4 percent. The index is expressed as a score out of a possible 100 percentage points.

The study used the methodology Digcomp 2.0 and a platform Digital citizen (it-gramota.ru). Survey characteristics refer to the latest survey.
