Japan: opinion on what drugs should be covered by public health insurance 2023

According to an online survey conducted in Japan in 2023, for drugs prescribed by doctors for life-threatening diseases such as cancer, 29.7 percent and 44.7 percent of respondents stated that they strongly believe or believe, respectively, that it should be covered by public health insurance. In contrast, for topical drugs available over the counter at drugstores such as patches and ointments which do not require a doctor's prescription, 33 percent and 16.6 percent of respondents answered they do not think it should be covered, or they do not think it should be covered at all, respectively.

Original question: “Do you think the following drugs should be covered by public health insurance, where the patient pays only 10-30 percent of the cost?”

If the drugs are covered by the public health insurance, when total expenses paid at the medical institution or at the pharmacy exceed the certain amount, the “High-cost Medical Expense Benefit” will compensate the excess amount.
