Establishment openings and closings represent quarterly business turnover for new and existing establishments, which can belong to small or large firms (seasonally adjusted).Firms can be in more than one state. Rate represents the number of employer firms started in 2011 as a percent of existing at the beginning of 2011 based on 2010 counts. Some state terminations result in successor firms which are not listed as new firms, thus making terminations higher than formations for most states.
