The source gives the following information: "Foreign direct investment (FDI) is an investment in a business by an investor from another country for which the foreign investor has control over the company purchased. Control, according to the Organization of Economic Cooperation and Development, is defined as owning 10 percent or more of a business. This includes so-called Special Financial Institutions (or SFIs), holding companies in the Netherlands of foreign companies or finance companies that extend loans to foreign group companies. Due to the fiscal climate, the Netherlands has relatively many of these SFIs."
