If the next check determines that the company is still not complying with the regulations, the company is closed down. The source states that in very severe non-compliance cases the Dutch Food and Consumer Product Safety Authority (Nederlandse Voedsel- en Warenautoriteit) can choose to shut down a company immediately, without giving a formal warning first (emergency closure).
